Candidate Survey Questionnaire
1. Maine law currently requires that newly licensed motorcycle riders,and passengers under age 16 wear helmets. Experienced riders on the other hand, decide for themselves when helmet use may be appropriate. The first Regular Session of the last Maine Legislature addressed a measure which would have established mandatory helmet use for all and under all conditions. The bill was defeated in both the Senate and House by substantial margins. Would you support or oppose legislative changes to Maine's long-standing helmet law?

2. Over the past several years, there have been too many tragic accidents and much controversy related to so-called "High Speed Pursuits." The Maine State Police has recommended a policy, but individual law enforcement agencies are free to set their own, leaving our State with a patchwork quilt array of disparate policies. Would you favor legislation which would determine the specific conditions under which law enforcement personnel could initiate a high speed pursuit, such as when an individual is suspected of having committed a felony as opposed to a minor traffic violation?

3. Excise taxes imposed by municipalities and authorized by state law, tax motorcycles on the same year-round basis as passenger cars, pick-up trucks, etc. Given the nature of Maine seasons, it is clear motorcycles can not be operated twelve months a year. Would you favor some adjustment in the assessment of motorcycle excise taxes to reflect the part-time, seasonal use of motorcycles?

4. In recent years, motorcycle use in Maine has grown considerably. Every indication is that this growth is likely to continue, particularly as gasoline prices soar to new highs. Some opponents of motorcycling have proposed various measures to impose additional fees on motorcycles, set unique and targeted requirements or otherwise treat motorcycling as somehow different. For example, presently, motorcyclists are required, as are all motor vehicle operators, to have liability insurance policies which includes medical coverage and which the motorcycling community supports. Recently, some have argued that motorcyclists should be mandated to have additional medical insurance coverage above and beyond what other motorists are required to have. Would you support or oppose adverse legislative measures intended to single out motorcycles specifically or otherwise impose disparate treatment of motorcyclists?
